Subject: Reorganizing D2450
Dear Friends,
This is not the first time you hear about this subject in concern. In fact, it was raised internally, within the District, many years ago.
It is now time to think with an open heart, an open mind and with a wide vision for the future and the best way to develop Rotary in this part of the world.
It is about how we can continue to keep our friendly relations and being able to better serve our communities.
It is about having a better administration and faster communications and more enthusiasm to develop Rotary leaders beyond the District.
It is about avoiding complex and complicated communications and giving assistance to Rotary Clubs within 9 countries on 3 continents, without common borders (languages, translation, extension and cooperation between clubs).
More importantly, it is about helping the weak clubs and to prove that the future is our decision to make.
D2450 is the only multi-countries district with 132 clubs and over 4,307 Rotarians in 9 different countries; countries that have a population equivalent to 48% of the USA population and a size equal to 39% of the area of USA!
Worldwide, 52% of the districts have less than 60 clubs, and 49% of the districts have less than 2,100 Rotarians. (Minimum requested by RI)
Small districts have the exact same advantages and benefits as D2450 and sometimes more facilities, more flexibility and less complication.
The fact is that keeping D2450 as it is at present has the following effects:
1. Kills the ambition and the enthusiasm of dedicated and devoted Rotarians and future leaders in the different countries.
2. Puts Rotary in the region in a situation of low management, lack of information and reduced communications.
3. Kills the opportunity to extend Rotary and develop membership in geographical countries in this area of the world.
4. Blurs any vision that could be beneficial to Rotary and to the communities in this area of the world.
5. Makes Rotarians loose time, effort, money and friendship.
6. Is an unnecessary expense to R.I. and a heavy burden on district leaders.
In view of the above, we need a vision for 2011 and beyond. It is about time to establish a strategic plan for administration and development of Rotary leaders in every country and to lead by example with full transparency, accountability and credibility of our actions.
Let us keep away our emotions and think rationally. We can keep our friendship by more cooperation within clubs in different countries, not necessarily in the same district, through multi-district conferences, seminars, training sessions, events…
The truth remains that True Friends Do Not Need a District to Keep Them United
Let us shorten distances between us to facilitate the way of communication, kill all the wasted time, save efforts, reduce non-productive cost and get equal treatment as other districts.
I urge you to study this matter in your club, call for a General Assembly and vote on the redistricting proposal from the heart and with your vision and not emotions by YES for Redistricting or NO for Redistricting.
The future is ours; Redistricting in 2011-2012 is our choice, so let us share our decision to share our future by:
1. Voting (in a General Assembly of your Club),
2. Completing the attached Ballot,
3. Have it signed by the President and the Honorary Secretary and
4. Send it to the DG at his address (must reach DG’s office before April 20, 2008).

Dear District Governor and District Governor-elect:
I regret to advise you that the January 2009 RI Board approved plan to reorganize the clubs in District 2450 into two new districts effective 1 July 2011 has failed due to the objections of a majority of clubs in the district. The clubs in the district were advised of the plan in a letter from President D.K. Lee, dated 13 February, and were provided a 45-day period to object to its implementation. The 45-day period expired yesterday, 30 March, and at this point a total of 73 out of 132 clubs had registered their written objections to the plan with the general secretary.
Accordingly, no change will be made in the makeup of District 2450 until such time as a new redistricting plan is submitted by the district and such plan is subsequently approved by the Board.
